That is a very good question. As far as I can see it, if the local constabulary (police) would do their jobs and pin point the trouble spots it wouldn't need to go to a higher level. But, indeed they tried to ban ALL motorcycles from downtown areas as a response to numerous complaints from citizens. This is a "Chasing fly's with Grenades" mentality, the actions of a few hurt all. That's my problem with excessively loud pipes. Even HD is telling their customers to tone it down.
As for us, we just got back from a nice motorcycle rally. The loud pipe thing doesn't effect BMW riders.
