The frame is strong enough, however the handling needs work-it's dangerously bad. This was the first year of the "purpose built" Kawasaki police bikes and they are good for around town-but once the speed goes up wobbles pop up fast due to the large fork mounted faring; mine has the sprung seat and that elevates the rider higher than need be, so the center of gravity is unusually high. Another thing is the bike is very sensitive to tires and inflation-so keep an eye on that. The KZ-1000D (which is what they made the C-2 pursuit from) was good enough in the day for "normal" riding, but shortcomings became very evident if it was pushed hard in the twisties. Once the police gear was added marginal went to dangerously lacking, with the police gear LOOK OUT! It can be a real issue. A few years later (1981) Kawasaki introduced the KZ-1000J which was a major upgrade and a better motorcycle all round. Kawasaki began to use the J for the police motors, the first being the P then the P-2 and finely the P-22. The police bike came with a frame mounted fairing and a frame mounted seat which replaced the items on the C/C-2.
It's a fun motorcycle to ride, fairly comfortable - but mine it's been around and I have been having some electrical issues with the bike, nothing major, but headlights going out at night, intermittent tail lights and the like. This winter I plan on giving it a thorough going over. I don't think it ever did police duty, perhaps funeral escort duty was what it was used for.
