From what the people at Cycle World told me. The helmet should barely move when you grab it and move it side to side while keeping your head stationary.
When I first got my Shark RSR, it was very tight, especially in the cheak areas, but after a couple thousand kilmometers it fits perfectly...

So yeah helmets should fit snug, and you should buckle up also to just the point before it feels uncomfortable on your throat.

i wear mine very snug. when you move it side to side it should move your cheeks with it, not move AROUND your head... if that makes sense...

yeah, should be snug... remember it'll loosen up after awhile as the pads/foam give in.
