same issue with my 1980 CB650C. The bolt had been nearly destroyed by the previous owner. I am under the assumption that if I keep digging at the darn thing the rest of the housing will come off around it. Is this a fair assumption or is there more to it?

To answer my own question, my assumption was correct. Lucky for me I didn't seem to damage any of the housing. Now off to find replacement bolts.

Congratuations. Working on aluminum threads can be scary at times.
The oil filter bolt on this model has a very small head indeed. There must be a reason for that... Honda engineers may have prevented people to overtorque the bolt and cause major damages to the engine.

I suggest you get a set of new O rings to achieve a tight seal on the oil filter housing with only the specified torque on the oil filter and oil drain. Forcing a seal on worn out O rings was indeed asking for trouble.
