Aprilia RS 125 Extrema 1994 Only 5 gears?

I have a aprilia rs 125r extrema 1994 and when i got it it was supposedly restricted, it can do 12000rmp but only goes to 9, it only does 90mph when its supposed to do 120 maxxed, and in specs it says it has 6 gears but it only has 5,how is this restricted then?cheers
