What should my Honda vtx 1300c be charging at?

When my bike is running at idle and I put a charging system meter on it, it reads its charging at about 14.5. When I increase the rpms, it does not really change, is this correct? I put new battery in and it still will not keep a charge. Anyone ever have this problem? Also, where would I be able to get a schematic on line to tell me where the rectifier is located, if maybe that is the problem. How would I know if the stator is good or not? Any help would be really helpfull, in these hard times, cant afford to take to shop. Thanks again!
