But I am hesitant because I do not know if my motorcycle's charging system is sufficient enough to handle the extra 70 watt(total of the two) load. Can the motorcycle handle it?

U need to know the output of ur CBRs alternater in Amps for a meaningful answer. Most systems don't really start charging until 4K rpm so checking at idle for voltage drop isn't going to tell u much.If u have 70w for a load, then 70w/ 14v = 5aformulas are (u want #2) :P=I x E, I=P/EP in wattsI in ampsE in volts

Probably not.Like was said above, motorcycle alternators don't put out at low speed.The lights will work fine on the highway, and kill your charging system in town. The low output at idle will be eaten (plus more) by the lights, drawing down the battery.
