HALO3 13 skulls&still no Hayabusa helmet?

HALO3 13 skulls&still no Hayabusa helmet?

Anybody know why we still can't get the Hayabusa helmet, even though all 13 skulls have been collected? We are able to get the shoulders and chest only. It keeps saying that its locked. Thanks for your help.
