Sounds like a bad diaphragm in one or more of you carbs... pull them off and open them up, make sure the diaphrams are not worn out, ripped or cracked.The diaphragm is a black rubber boot inside the carb that uses internal pressure to control the slide, and needle.. if it is leaking it wont operate right, and will cause the RPMS to raise... when you are letting off the clutch slowly, dropping the RPMS, you change the vaccuum or internal pressure..and that may be kicking the boot back to working again...until it messes back up and sticks.Pull the carbs off and check them, I bet you find one in bad shape.
