2002 kx125 engine wont stop racing. the throttle cable looks fine?

2002 kx125 engine wont stop racing. the throttle cable looks fine?

pulls back and releases fine but everytime I start it, it starts racing I check the Carburetor and adjusted it was fine for about 2 mins then started racing again. any ideas?
