what is needed to make a 1990 kx125 street legal in virginia or is it even possible?

Not gonna happen. There is nothing you can do to a 2-stroke motocrosser to make it street-legal.Minor problems:No way to power lights, horn, etc...Too loud exhaust.Major problem:It's a 2-stroke.
