steps in getting motorcycle?? and financing?

1. take written test for learners permit2. buy bike3. get it insured4. take MSF course5. practiceis this right? and i am international student and dont have SSN / credit score. I dont have enough money right now and im thinking of paying around 1000~2000$ downpayment and paying rest in financing is that possible?? and i heard the dealer will have the motorcycle insured full if financed which will be expensive. is there a way to get cheaper insurance by myself and then get the bike? ( getting insurance for bike i dont have yet?) thanks!
