1984 ct 110

I am restoring a Honda CT 110 with 1500 miles which ran fine but now when I open the throttle the engine appears starving for fuel. If I close the choke the engine will rev. Fuel tank has been cleaned and filters installed. I installed a new carb and the same problem exist. I cleaned the old carb and cleaned all the jets but the problem still exist. I am out of ideas. Here was the problem. I had removed the rack on the bike to have it re-chromed. There is a air intake hose that attached to the rack. There is a restrictor plate in the rack that must increase the vacuum so fuel can be pulled from the carb. Once I reinstalled the rack and hose the bike runs fine.
