I'd agree with your diagnosis. I've re-padded a bunch; flushed more; but haven't rebuilt (done lots of cars). Whatcha working on? Didja loose the disc in the process? If your bike has set for a long time sometimes just changing out the fluid several times will make a big difference (after you get the caliper unstuck). Don't know about you, but I'd always worry about it since it ate a pair of pads that fast! I'd want to look in there and make sure it was all good!
