Can you ride an Aprilia RS50 as an everyday bike on the street?

I'm seriously considering getting one, I think it would be extremely fun. Does anyone own one that is street legal? I found one on craigslist that is a 70cc instead of 50cc.It has a bore kit. I looked at a insurance quote- $150 a YEAR for a teenager with speeding tickets, very decent coverage.
