how fast should my GPR50 go? HELPP!!!!!!

Hi,

I've noticed a lot of ppl saying that the Derbi GPR50 can go 70mph. For some reason my only does about 35mhp top speed and that is on a slight down hill. If i have to go up a slight hill the bike will only go 20mph. Its ridiculous. I'm only 150pounds so that shouldn't be a factor. The bike is a 2005 and just bought it with 7 miles on it. Its pretty much brand new. I assume this bike was made in the USA or made in europe and shipped over. I live in Toronto ONtartio canada myself and assume the bike was brought up from the USA. Does anyone know about this bike being restricted by California emission laws. Does anyone else have this problem? or else i can bring it back to the dealership i bought it from and have them take care of it. PLease if anyone can help because i'm not sure what to do next. I just spent $3000 for this thing....If i have to de-restrict it, what is invovled. Do i need to buy parts for it or is it just a matter of removing parts... Any help would be greatly appreciated.
