why is the layout on the SV650S so bad?
Riding this bike over 40 mins make my arms go numb

The bike is probably to small (or tobig) for you. Play around with the handlebar adjustment until you get somethign that feels natural. If you have long arms/legs a crotchrocket is not the bike for you as almost all of them will require you to cramp your arms/legs up tight into a position that is not natural.
