Default 1980 Yamaha 400 Won't Start

Heres the story:

I bought the bike a couple months ago and rode it up until 3 weeks ago with no problems. It was unusually warm here today (60 degrees) so I decided to go for a ride but the bike wouldn't start. I added the recommended amount of fuel stabalizer to the gas before leaving it 3 weeks ago because I thought I wouldn't ride until the spring. The bike has a new battery, only about 1 month old. The oil was changes <100 miles ago.

I checked
- Kill switch
- Gas level
- Neutral

When I tried to start the bike with electric start nothing happened, no sound what-so-ever. So I tried to start the bike with the kick start, I get compression but the bike won't start. I also tried rolling the bike down the driveway and popping the clutch, also no luck. The headlight and brake light turn on as does the neutral indicator and when I use the kick starter the neutral light gets brighter.

This is my first bike and I don't know much about engines. Thank You.

check your fuses.
check if any thing is getting power if so what is?
check all connections.

I know where the fuses are and I looked at them but I'm not sure what would indicate if there is an issue with one. What should I look for?

Also, is it possible to start a bike if the battery is dead?

you could try boosting it or charging the battery. but it sounds like

like there is something preventing it from getting power.
like blown fuse.
broken wire
safety switch
any wires disconnected?
if your fuses are the tube type its very easy to see a burnt one look at a known good one look at the others.
many the glass tube turns black others are missing a peace

have you got a wire tester?
ohm meter?
is there a side stand saftey switch?
s there one on the clutch?

fact your head light and neutral switch come on shows you have power in which case starting it with the kick starter would still work.

have a feeling it has an ignition fuse somewhere if not connection or ignition switch im not 100 percent sure on the switch also check connections on the kill switch by the throttle make sure 1 of the wires or the switch isnt bad that controls spark electric start all of ign
