The engine was a Air cooled cooled Four stroke, 45° V-Twin, Twin Cam 88® vibration isolation-mounted Valves Pushrod-operated overhead valves; w/ hydraulic self-adjusting lifters; two valves per cylinder. The engine featured a 8.9:1 compression ratio.

Power was moderated via the Wet 9-plate.
Chassis[edit | edit source]
It came with a MH90-21 54H front tire and a 150/80B 16 71H rear tire. Stopping was achieved via Single 292mm disc 2 piston caliper in the front and a Single 292mm disc 4 piston caliper in the rear. The front suspension was a Chrome, leading-link, fork for Springer® model while the rear was equipped with a Hidden,, horizontal-mounted, coil-over. The FXSTS/I Softail Springer was fitted with a 18.9 Liters / 5.0 US gal fuel tank. The bike weighed just 298 kg / 656.0 lbs. The wheelbase was 1661 mm / 65.4 in long.

In July of 1999, Harley-Davidson I announced that the FXST Softail series of machines - Softail Custom Springer Softail, Fat Boy, Heritage Softail Classic and Heritage Springer Softail models of that year - would be joined by two new motorcycles Harley stated that Softails were rolling works of art that continued to dominate the custom cruiser market Flowing lines, sleek chrome and a robust 1340cc (80ci) Evolution engine enticed Harley-Davidson enthusiasts to Softail models time and time again. Leading the Softail family from 1999 were the newest Softail models, the FXST Softail Standard and the FXSTB Night Train. It was certainly true that "less is more" with the new FXST Softail Standard. Attractively priced, it provided an excellent base for accessorizing with Harley-Davidson Genuine Motor Accessories.
A bare bones, no-frills styling approach was taken in its creation, luring Softail fanatics to its genuine Harley-Davidson appeal. The Evolution engine featured silver painted heads, cylinders, cam cover, transmission and primary covers. Polished rocker boxes top-off the engine. Available only in Vivid Black, the Softail Standard featured a classic 21-inch (53.3cm) laced front wheel and a 16-inch (40.6cm) laced rear wheel, passenger footpegs, a custom Pillow- soft seat, wide handlebars and a chrome oil filter. The "horseshoe" oil tank was all chrome, the rear fender supports were chrome and it had a rear "Sissy Bar" with matching backrest.
All Softail models featured a five-bolt derby cover for enhanced durability and styling, and were also fitted with an electronic speedometer upgrade which allowed for on-board diagnostics, to enable quicker trouble-shooting at Harley-Davidson's many dealerships around the world. The Softail Custom and Springer Softail models were also shown with new fuel tank decals for 1999. This was a Harley-Davidson that could be tailored to anyone's needs, with a choice of all sorts of goodies from the main dealer outlets, where accessories and upgrades were abundant. New for 2002:
